Under the USSR, provincials had to go shopping to Moscow. Their shops had no food, often very literally.

While the rural areas had basic subsistence problems, Moscow was supplied lavishly. As a result, much of the country went to shop in Moscow, from hundreds or thousands of kilometers away on the so-called 'sausage trains'. Muscovites haved these aliens for emptying 'their' shops.

The collapse of its car industry shows that under sanctions, the manufacture of basic machines is proving very difficult. That is why Russia is having to rely on getting the old stuff out of storage or shipping stuff from furthest Siberia. They need it and can't make new equipment.
